Abstract: Planned replacement programs certainly do not have the popular appeal of subjects like The Energy Crisis or Balance of Payment Deficits or National Security, but their increasing importance is compounded by the tremendous requirement for capital to provide additional energy. There is an increasing need to replace or renew existing facilities as well as to construct new ones, and the limited capital available makes it imperative that every dollar is put to maximum use. The first phase of the Task Groups study of these programs centered on the development of a set of guidelines which could assist in organizing the various elements that must be considered when planning a large system replacement program. The second phase was to review the current replacement program activity among the committee members.
