Abstract: Not long ago a politician friend asked what I thought about his position on the Seadock, offshore, oil terminal project at Freeport. lliy reply was that support for the project was late in coming from the governmental arena - valuable time had been lost. However, I reminded him that in the early 1970s political support was difficult to achieve simply because the general public did not anticipate or look beyond the 1973-7-4 oil embargo. The same remarks could be made about energy conservation. After all, in 1972 the price of natural gas had just begun to slip above 20 cents per million Btu and gas fired power plants could be constructed for about 100 per kilowatt.
