Abstract: One year ago it was possible to observe that uncertainties of a greater magnitude hung over the future of interiiationa! LNG trading activities than probably had ever been the case in the past. Perhaps the dominating uncertainty concerned the US, where project developments were seriously hampered by a progressively slower regulatory process and an absence of a detmable import policy towards LNG. In the intervening 12 months there has been some reduction in this level of uncertainty, but at the expense of the industrys development prospects. Official US policy, to the extent that it can be identified, now appears to militate against LNG as a major long-term source of natural gas for the US. While policy can, of course, always be reversed, it .is the object of this paper to consider the effects of (he present trend in policy against the background of the international baseload LNG market. In particular, indicating the extent to which the apparent contraction in US trading relates to the supply outlook for LNG to Western Europe and Japan, as the two other major LNG import areas of the 1980s.
