Abstract: For nine decades the National Institute of Standards and Technology (NIST), and under its former name the National Bureau of Standards, has followed one model of providing traceability to National standards of measurement. In that model NIST offers calibration and reference material services, and leaves entirely to users of those services theburdenofmaintaining anddemonstrating traceability.
