Abstract: Statutes of standards in the U.S.A. and in the U.S.S.R. are different and the methods of elaboration of new standards are very different too. All State Standards in the U.S.S.R. are developed in accordance with a General State Plan. The positions of this plan are distributed among various organizations and they have to work on them. Thus, the development of standards is a duty for certain specialists rather than voluntary work like it is in the U.S.A.
