Abstract: In the past the standards from the American Petroleum Institute and the American Society for Testing and Standards provided specifications for instruments and equipment. Simple compliance with these standards is not enough. Therefore, a system of verification and/or certification of equipment used in the measurement of liquids is being instituted. These requirements are being written into the standards as they come up for review. An excellent example of such a standard is the newly issued Chapter 3.1A Standard Practice for the Manual Gauging of Petroleum and Petroleum Products (December 1994) of the APIs Manual of Petroleum Measurement. This standard calls for the field verification of working tapes against a National Institute of Standards and Technology traceable master tape when it is new and every year thereafter. This is an example of new requirements to ensure the instruments and equipment meets the specifications of each standard. The most important things to understand before going into each item are the definitions of tractability, verification, and certification.
