Abstract: Purchasing specifications are the means by which a user communicates to a vendor or a manufacturer the detailed description of a product or service that is required. It is very important that the purchasing specification be accurate, and be in sufficient detail to 1. Describe the product or service required, and 2. Provide a basis for judging the product or service when it is received. Purchasing specifications for gas meters can be limited to the information required by the manufacturer to designate a standard product, such as make, model number and. or size. However, it is often necessary to expand the purchasing specifications to include more detail such as performance criteria, material limitations, and otherspccial requirements as a means to insure that the meter received will meet the demands of the application in which it will be used. The following are guidelines for developing meter purchasing specifications or for reviewing those now in use.
