Abstract: THIS PAPER SHOWS THAT THROUGH JUDICIOUS USE OF A MICRO-PROCESSOR, A UNIVERSAL TIMER-COUNTER HAS BEEN ECONOMICALLY DEVISED, WHICH IN ADDITION TO HAVING ALL OF THE TRADITIONAL TIMER-COUNTER CAPABILITIES, IS ABLE TO COMMUNICATE WITH A VARIETY OF INTERFACES AS WELL AS HAVING SEVERAL UNIQUE OPERATOR ORIENTED FEATURES.
