Abstract: Marine Terminal Operators demand fast accurate measurement, with a minimal amount of operator intervention. On-line analyzers and flow computers can provide fully automated NSV tickets, and can improve measurement accuracy a full order of magnitude, to +/- 0.02% from +/- 0.25%, or better. Marine Crude Oil Terminal movements have the following characteristics that affect the way measurements are done: Both ships and terminals are subject to demurrage charges due to delays in cargo transfers. Therefore, the speed of the transfer directly affects the transfer cost. The delivery usually represents a transfer of ownership, and thus requires apphcation of custody rules. The quality of the product may change during the transfer, and will certainly change from shipment to shipment.
