Abstract: The Laclede Gas Company is a gas distribution utility serving approximately 500,000 customers in tlie St. Louis area. The system sendout is extremely weather sensitive varying at a ratio of 10 to 1 from a 0F average day to a warm summer day. In the early 1950s the sendout was fairly flat very little peak shaving was required, and the natural gas pipeline supply was adequate. As more and more househeating customers were added, this supply reached its capacity limit. The low load factor, brought about by the weather sensitive sendout also made pipeline gas prohibitively expensive under the demand and commodity rate schedule.
