Abstract: The National Integrated Ballistics Information Network (NIBIN) is currently under development by the Bureau of Alcohol, Tobacco and Firearms (ATF) and the Federal Bureau of Investigation (FBI). The NIST Standard Bullets and Casings Project aims to provide reference standards for instrument calibration and measurement quality control for the NIBIN. Important issues for the establishment of measurement traceability for NIST standard bullets and casings are discussed in this paper. These include developing a national virtual/physical bullet signature standard and a measurable parameter for quantifying bullet signature differences, and developing a measurement system for bullet signature measurements.
