Abstract: A national requirement for the qualification of pipeline operating employees is at hand. The Office of Pipeline Safety within the Department of Transportation has been working on a rule for the past five years which is expected to take effect this year. Your existing training program may not fully meet the new requirements with regard to training, testing, documentation, qualification, and performance monitoring. The State of Missouri implemented qualification requirements in 1989 requiring all pipeline operators, their contractors, and subcontractors to be in compliance by June of 1991. A review of the qualification program widely used in Missouri will provide some insight as to the impact of what is about to become a universal requirement in the natural gas industry.
