Abstract: Fine Needle LNG Co. LLC began operations of a new LNG (Liquefied natural gas) peak shaving facility in the summer of 1999. The plant is located in Gulford County, North Carolina near the Transco main transmission line. The Fine Needle plant is one of the largest LNG peak shaving plants in the world. This paper describes the Pine Needle organization, The LNG facility project development process, project permitting construcion and operation.
