Abstract: This paper presents an in-depth evaluation of four principal cathodic protection criteria used for underground and underwater iron and steel structures. All of the criteria considered make use of structure-to-soil potential measurements. The intent is to provide the background necessary for selecting the proper criteria for a given situation and to remove the misconceptions which often arise. Explanations are given concerning the various voltage (IR) drops which are encountered and instruction is given on how those IR drops are to be considered. It must be understood that there are too many variables to allow for general, all-inclusive statements regarding criteria for cathodic protection.
