Abstract: Having ratified the Kyoto Protocol on December 17th 2002, the federal government of Canada now indicates that reporting of verifiable GHG emissions will start for 2004 emissions. At least 11 American States have implemented Greenhouse Gas (GHG) emission controls of one form or another, and this number is growing. Mexico ratified the Kyoto Protocol several years ago. Canada and the United States are both in the process of implementing domestic GHG emissions trading systems
