Author: Robert W. Withers

Abstract: The comments presented in this paper are part of a panel discussion on the operation of a large multi-owner, multi-shipper offshore pipeline system-The High Island Offshore System (HIOS). It describes the complications, cooperation and communications which must occur to keep a constant flow of gas in this all important system. These comments are presented by a shipper-owner in the HIOS System, and the operator of the UTOS System as he views the operation of the HIOS System from onshore. Operation of the High Island Offshore System (HIOS) represents a classic example of what can be accomplished in the gas industry through cooperation, between the various companies involved.
