Abstract: The objectives of a siting study may be stated as follows: To find the most economic site which also meets fundamental environmental criteria The economics include consideration of possible delays in licensing due to environmental issues. To provide documentation of the selection process in order to demonstrate that reasonable alternatives have been considered, as is required by the National Environmental Policy Act (NEPA), To provide documentation of the factors considered, and their significance in the selection process so that changes in conditions can be readily integrated into the site preference findings.
