Abstract: Statutory gas prorationing begins with state power to prevent waste and protect correlative rights. The very nature of the gas business involves itself closely with the public- the public interest therefore must be respected. Functionally, gas prorationing keeps books on produced volumes and exerts strong guidance to align production with the principles of conservation, correlative rights and the public interest. To the extent necessary to honor these principles, the producer and pipeliner are required to lessen their right to control their own property. Gas prorationing works within a framework defined by the entire gas business. It is not immune from the effects of mineral ownership, Federal authority, and producer-purchaser requirements.
