Abstract: So much of meter design is driven by the struggle between cost and accuracy. Improved accuracy requires more cost. Further, accuracy is subject to the law of diminishing returns. To achieve an increment of increased accuracy (or equivalently an increment of decreased uncertainty) requires an ever increasing expenditure. Station capacity and accuracy requirements determine meter selection, ancillary equipment, and station design. This article gives a brief description of the primary types of custody transfer meters and the design requirements to meet specified measurement uncertainty. It also examines a few operational meters and looks at their practical field installed uncertainty.
