Abstract: When the first gas company began in Baltimore, Maryland in 1817, gas was not measured. Customers were billed on a flat rate basis for a given number of gas lights when used for a reasonable number of hours per day. There was no incentive for the customer to conserve gas because of the flat rate and many left their lights burning during daylight hours.
