Abstract: The emphasis in the Washington Gas Light Company, like many other gas utilities in the past few years, has shifted from an operations-priority company to a financiallyoriented business. Increasing pressure from rate governing bodies to prove cost control before granting rate increases has led to the requirement of economic justification not just for new programs, but also for established, continuing processes, It has always been necessary to re-examine ongoing functions, but in our case, the examination was habitually from an operalions-and-engineering viewpoint with an aim to increase efficiency, but without continued economic oversight.
