Abstract: Statistics published by the California Highway Patrol revealed that California alone had 735 truck accidents caused by mechanical failures in 1985. The number decreased in 1986 by 48 however, fatalities caused by mechanical failures increased in 1986 by 55 mounting to 184 truck equipment failure related deaths. The liabilities associated with mechanical failures and the desire to improve user satisfaction with garage department performance has had the most influence in the development of Southern California Edisons Automotive Services Department Quality Assurance Program. User dissatisfaction could result in the demise of the vehicle maintenance department thus causing user organizations to control the maintenance of their vehicles by contracting the work to vendors and possibly eliminating the entire vehicle maintenance department. On the other hand, liabilities associated with mechanical failures could result in enormous legal costs leading to the possible destruction of the maintenance department.
