Abstract: At the outset, I believe that it is important to remember that because of the nature of our varying job responsibiUties, many times there is a potential for conflict between operations and legal personnel at the scene of a major incident. Operating personnel are primarily concerned with making the scene safe and repairing any company facilities which may have contributed to the incident. Their primary concern is to do this as expeditiously as possible. This concern obviously is well justified. In many cases, the desire of operating personnel would be to accomplish this without any interference or concern for such things as evidence preservation, etc.
