Abstract: Equity in oil and gas measurement is the goal of industry measurement standards and government regulations. The first step in an equitable allocation is to address any facility imbalance. There is an old adage if you have a meter you have measurement, if have two meters you have a dispute. I would rephrase it if you have a meter utilized incorrectly you have an estimate, until the volume is corrected by a meter utilized correctly. Utilized means to build, maintain, test, and evaluate to industry standards and government regulations.
