Abstract: The Underground Storage Tank (UST) program is no longer a new program. The program was established under Subtitle 1 as a part of a group of amendments to the Resource Conservation and Recovery Acl (RCRA) known as the Hazardous and Solid Waste Amendments (HSWA) of November 8, 1984. UST regulates an eslimated 1.5 million tanks approximately 90 percent of these store petroleum products. A recent survey estimates that approximately 100,000 of the tanks storing petroleum products are leaking. An underground storage tank, as defined in Section 9001 of Subtitle I, is ... any one or a combination of tanks (including underground pipes connected thereto) which is used to contain an accumulation of regulated substances, and the voiume of which (including the volume of the underground pipes connected thereto) is ten per centum or more beneath the ground.
