Abstract: The development of remote and consequently high cost hydrocarbon resources generally requires very large projects to obtain the economics of scale and thus reduce the delivered cost of energy to a competitive figure. Because of their inherent large size, some of these projects have suffered long delays in obtaining regulatory approvals and in completing construction with consequent large cost over-runs. Such problems could affect large projects in the remote areas of the Canadian Arctic, unless they are preceded by reduced scale pilot projects of a similar nature. By the end of 1982, the worlds most northerly LNG plant will go into production on a pilot project basis.
