Abstract: The National Institute of Standards and Technology (NIST) Weights and Measures Division (WMD) manages a program for State Weights and Measures laboratories that includes: 1) laboratory Recognition following ISO/IEC 17025:2005 1, 6 and sponsorship of Accreditation through the National Voluntary Laboratory Accreditation Program (NVLAP) 2) hands-on training at NIST and training through regional measurement assurance programs (RMAPs) and 3) a formal Proficiency Testing and Interlaboratory Comparison (PT/ILC) program. The objective for this WMD effort is to ensure nationally consistent measurement results and the acceptance of State laboratory measurements. This paper presents key features of the PT/ILC Program: measures of success collaboration challenges the use of template tools and efforts regarding continual improvement.
