Abstract: The gas distribution department at Consumers Power Company was faced with a management control problem which was common throughout the utility industry. The problem was to provide our management team with a method of quickly and accurately evaluating their efforts in the area of operations and maintenance. With the advent of recent gas restrictions. the proportionate manpower assignment to the operations and maintenance area has increased substantially. This is evidenced by ihe fact that this year, 1973, the corporate budget in this category alone exceeds 514 million- We found thai previous attempts to measure work performance in the operations and maintenance area centered around a limited number of job categories which were easily delined. The accurate match-up of man-hours and payroll to these activities became difficult due to the ease with which man-hours could be shifted or misapplied to the unmonitored work areas. Serious questions of the vahditv of the reports were encountered and thus the necessity to account for all hours worked and all work performed became evident.
