Abstract: As you know, excavation damage is the leading cause of pipeline accidents. For this reason, the Department has long encouraged State and local governments to enact appropriate laws which would establish effective procedures for protection of underground pipelines and other utilities. A Model Statute was sent to the State Governors in January 1972, revised, and sent again to the States in 1974 and in June 1977. The latest version of the Model Statute was also published by the Council of State Governments in their 1978 publication of Suggested State Legislation.
