Abstract: The word safe will have infinitely different meanings when applied to a variety of subjects and wheu interpreted by a number of individuals. For instance, driving safely to one individual may mean the absence of wrecks regardless of near misses, while another driver considers any speed over 50 as reckless. In the transmission and distribution of natural gas there are equally as many ideas of what constitutes safe practice.
