Abstract: The average American is likely to see his standard of living drastically decline in the 1980s, unless the United Stales accelerates its rale of productivity growth, was the baleful message of Ihe 1979 midyear review of the economy by Congress Joint Economic Committee. No hedging, no qualifying: the report is blunt. Dr. Robert Shriner, director of Washington operations for Chase Econometrics, is more specific when he says regional differences in productivity will be a major cause of decline in real personal income and employment in the northeast and expansion in west and southwest in 1980. As a result, we can expect the rate of growth in the more productive areas to exceed that in less productive areas, with net migration from the less productive to the more productive.
