Abstract: Enforcement of the Clean Air Act (Act) is changing. Facilities that emit air pollutants will face faster and easier enforcement by the government and citizens groups. Changes to the Act require operating permits with easily measured numerical emissions limits governing operations. Monitoring of emissions and control equipment will reveal any exceedances. Any credible evidence can be used to prove violations. Enforcement can be based on the facilitys own testing and recordkeeping. In short, it just became easier, much easier, to make Act claims.
