Abstract: As a result of Congressional legislation, the Department of Transportation (DOT), Office of Pipeline Safety, developed and issued a new rule in 1999 impacting all pipeline operators covered by the pipeline safety regulations in 49 CFR Parts 192 and 195 - Qualification of Pipeline Personnel (also referred to as the OQ rule or the OpQual rule).
