Abstract: The Gas Utilities Division of the Railroad Commission of Texas is charged with enforcement of the safety standards for intrastate gas pipeline facilities as they apply to design, construction, maintenance and operation. To this end, each gas company operating in Texas, its officers and employees shall make readily available to the Commission or its staff, any files, records, or other documents which shall be reasonably required. Likewise, the plant, property, and facilities shall be accessible.
