Abstract: Sites of manufactured-gas plants present risks of environmental impairment that can result in a wide range of liabilities for natural gas utilities. The potential liabilities can range from nuisance claims and legal violations to multi-million-dollar lawsuits and Superfund involvement. The contaminants that present ongoing concerns of environmental impairment are coal tars, spent purifying oxides, slag, ash, and particulate air emissions. The history of site use and the environmental setting are more variable factors influencing the potential for impairment. Risk Science International (RSI) has developed a historical risk assessment methodology for acquiring site-specific knowledge on potential environmental impairment and identifying corporate liabilities. The risk assessment serves as a comprehensive risk management tool enabling informed decisions to be made concerning necessary remedial investigations or actions. It is an essential element of proactive risk management strategies that provide a company with the flexibility to address environmental liabilities in an efficient and cost-effective fashion.
