Abstract: The technical and laboratory facilities and the technologies owned by the Federal government represent a huge investment. It is Congresss intent, as codified by law, to get the most effective return on this investment. This return consists of not only the use of those facilities and technology by the Federal government, but the use of those facilities and technology by industry, educational institutions, and other governments.
