Abstract: The performance of utility street cut restorations is an issue that is taking on national importance to the gas industry. Local governments across the country are considering strategies to impose new permit fees and restoration standards premised on the theory that utility cuts accelerate the deterioration of roadways. Utility conducted research and field demonstration projects repeatedly indicate that the performance of utility cuts is more directly related to excavation restoration techniques and quality control procedures. The gas industry must understand the issue, its relationship to telecommunications deregulation, and develop both local and national strategies to address these unwarranted fees and restoration standards.
