Abstract: By act of the Texas Legislature, the Gas Utilities Division of the Railroad Commission of Texas has authority to enforce compliance with safety standards and practices applicable to the transportation of gas and all gas pipeline facilities. Minimum safety standards were established under the federal governments Natural Gas Pipeline Safety Act of 1968, However, in some areas, such as odorization, Texas has more stringent safety requirements than the federal minimum standards. Odorization requirements are more strict in Texas because of a gas explosion at a New London school in 1937 that killed 290 students and faculty members.
