Abstract: The title of this paper could have been *Metrication in a Totalitarian State. The only difficulty is that I looked up the dictionary definition of totalitarian and it requires that one party be in control while making all other parties illegal. This is not true in Singapore. One party does occupy 100% of the seats in Parliament. It is not true that all other parties are illegal. It is true that the opposition candidate in the constituency from which Prime Minister Lee Kuan Yew was also standing for election is now in detention. Detention is a euphemism for the legal procedure by which citizens are jailed for political crimes, The opposing candidate was chairman of the Barisan Socialis, or opposition party, and his crime was referring to the Prime Minister as a rascal, Now you can see why I was tempted to use the word totalitarian in describing the Singapore government, since it comes very close to meeting the dictionary definition.
