Abstract: The need for reliability, repeatability, precision, and accuracy in volume measurement in common carrier pipelines is emphasized by the fact that the carrier has custody of the fluids handled but not ownership. Any mismeasurement leads directly to a problem of selling an excess amount of liquid handled or making up a shortage by purchases from outside sources with a need to explain such differences to shippers, consignees, stockholders, and regulatory agencies when required. To minimize errors in measurement the entire metering installations and the individual pieces of equipment are continually scrutinized. To further complicate the problem the quantities to be measured and the rate of measurement have been greatly increased
