Abstract: This paper covers the development of a sustainable Measurement Operation in BP Azerbaijan Strategic Performance Unit (AzSPU). The Early Oil Project (EOP) metering consisted of 7 BP operated Fiscal, or Class 1 1, metering stations in 2004, burgeoning to 16 operated and 3 non-operated Fiscal metering stations in 2009 through the Azeri-Chirag-Guneshli (ACG) Field Development Project Phases. In addition to the Fiscal meters, there are around 120 Allocation, or Class 2, 1 meters either as standalone instruments or as virtual meters
