Abstract: By act of the Texas Legislature, the Gas Utilities Division of the Railroad Commission of Texas has authority to enforce compliance with safety standards and practices applicable to the transportation of gas and all gas pipeline facilities. Minimum safety standards were established under the federal governments Natural Gas Pipeline Safety Act of 1968. However, in some areas such as odorization, Texas has safety requirements more stringent than the federal minimum standards. For example, odorization requirements are more strict in Texas because of a natural gas explosion in 1937 at a New London school that killed 290 students and faculty members.
