Abstract: Meter change programs have two basic purposes. First, the utility has an obligation to their customer to meter the gas sold to them in an accurate manner. The change program should provide a method to see that meters are changed when they become inaccurate. The second purpose is to see that meters are not changed more often than necessary. In this paper, I will discuss three different types of change programs and their operating characteristics.
