Abstract: As a result of Congressional legislation, the Department of Transportation (DOT) Office of Pipeline Safety proposed the Pipeline Safety: Qualification of Pipeline Personnel - 49 CFR Parts 192 and 195 rule. The rule as originally proposed was a training requirements based rule. The pipeline industry was able to have the rule modified to be a performance based rule instead. This rule became law October 28, 1999. The rule requires pipeline operators to develop and maintain a written qualification program for individuals performing covered tasks on pipeline facilities.
