Abstract: A number of recent changes in regulatory programs and in the development of technologies have affected the way remedies are chosen for polychlorinated biphenyl (PCB) contaminated sites. This paper presents a discussion of the effects of recent internal US. Environmental Protection Agency (USEPA) policies, changes to the National Contingency Plan, and Land Disposal Restrictions. The paper also reviews the status of developing technologies. The major conclusion is that site remediation parties are increasingly faced with a decision between on-site containment and highly expensive treatment options.
