Abstract: To have an accurate Measurement Program is no longer a luxury, but a necessity in this time of tight fiscal conditions. The continuing requirement of explaining to both the public and the state regulatory agencies the need for rate relief further accentuates this requirement. In search of more economical methods of removing and testing meters in service, both the utilities and state agencies have deviated away from the periodic interval removal plan, based on years in service, to a system based on performance using varied statistical analysis. In simplest terms, the poorer performing meters are removed from service and the best meters remain in service, thus, overall measurement error is reduced.
