Abstract: This is a brief review of an established program of changing meters based on group performance rather than length of time in service. The programs purpose is to detect and remove from service, at the earliest possible time, any group of meters whose performance does not meet the prescribed standard. The result of the program has been to extend in-service life of the meters at a substantial savings. During the 19 years (1960-1978) the program has been in effect, 2.5 million less meters have been changed than would have been changed under the old 10-year program.
