Abstract: The rising cost of energy has caused a ripple of concern to spread throughout the petroleum industry and within those elements of the business sector which purchase from the petroleum industry, Foremost in our minds is the question Did I get what I paid for? if you are the buyer, or, if the seller, Did I get paid for everything I delivered?. This paper will discuss the means by which the errors in measurement can effectively be controlled.
