Abstract: Traditionally. uncertalntieshavebeen separatedintothe categories random and systematic, andthesetwotypes of uncertainty have usually beentreated independently. It is easy to find examples, however, where this dichotomy Is not straightforward. Furthermore, when the result of one measurement is transferred to anotherprocess, whathadbeenrandombecomes systematic. Much attention has been focussed recently on procedures and algorithms which provide a unified approachto combining uncertainties. The recommendations of the InternationalBureau of Weights and Measures (BIPN) , and the philosophy underlying their development are presented and discussed.
