Abstract: The American Petroleum Institute was founded in 1919 as an outgrowth of the National Petroleum War Committee. That committee was comprised of U.S. oil industry leaders who worked together with the federal government to meet the tremendous demand for petroleum fuel during World War 1. The experience demonstrated that oil industry representatives could work together on common problems affecting the industry and still compete with one another in the marketplace. This in an important concept because under U.S. antitrust law, industry competitors can work together toward mutual objectives using API as the forum.
